The same poll from Rasmussen Reports details that 32% believe the terrorists are winning while 21% say neither side has gained a clear advantage.

More from the poll:

-- Also down is confidence in President Bush on the situation in Iraq. Just 32% now say he is doing a good or excellent job on that front. A month ago, 35% had that level of confidence in him.

-- Forty-nine percent (49%) now believe the situation in Iraq will be seen as a failure in the long run. Just 36% believe it will be seen as a success.

-- Thirty-seven percent (37%) of Americans believe the U.S. is safer today than it was before 9/11. Forty-six percent (46%) disagree.

-- Thirty-one percent (31%) of Americans believe things will get better in Iraq over the next six months. Forty-nine percent (49%) believe they will get worse.

Rasmussen's analysispoints out that the poll is divided on party lines as those that identify themselves as Republicans believe America is winning the War on Terror by a 69% to 15% margin.

Those that identifyas Democrats are more pessimistic and believe the U.S. and its allies are losing by a 47% to 17% margin.

Independent voters are split--30% say the U.S. and its allies are winning, 35% say the terrorists.

There is no way to spin this for the White House and their political allies. The lack of a coherent plan to explain the day to day operations in Iraq is beginning to really show, and confidence is eroding quickly.
